While in law school, Mr. Manley published an article entitled "The Legal System of Libya" in Cyclopedias of the World. Mr. Manley is a Navy Veteran and enlisted in the US Navy immediately upon graduating from Manor High School in Portsmouth, Virginia. He served in Fighter Squadron EIGHTY-FOUR from 1973 - 1977. He was stationed at Naval Air Station Oceana in Virginia Beach and made deployments aboard the USS ROOSEVELT (CVA-42).
